The essential problem is not the police (puppets only do what the puppeteer permits them to do), thus police are symptomatic of the real problem in the totality of the interlocking directorate of structural white and global supremacy (which is multi-cultural, i.e., there are those who dominate but only with a well-paid class of sycophants, the neo-colonial bourgeoisie who collaborate with the colonialists, domestic colonialists as well. When I approached one black bourgeoisie negro and asked if he would help me "get Jack out of the box", he replied, "I'm not so sure I want Jack out of the box!" Even pseudo conscious artists who are often well funded by the ruling class, have told me outright, "Marvin X, I'm not going to help you do shit, nothing!" And then they purchased my latest book and asked me to autograph it. The arrogance of the bourgeoisie and pseudo conscious, ruling class funded artists know no limit in their arrogance and hubris. 

But as per the police, it does not matter when they receive training, Israel or the moon, police follow orders from the ruling class. Thus only  if and when we overthrow the ruling class by voting or violent revolution (Malcolm X: the ballot or the bullet), shall the police submit to the will of the people. In Oakland the majority of the city budget funds the police, not schools, arts, economic parity. Should me blame the police for receiving the majority of city funds or the politicians? Do the police run the politicians? NO. If the police are abusive under the color of law, your wrath should be directed at the politicians their comrades in the interlocking corporate directorates.

As per solution, I have offered the Newark NJ Police Model under the administration of Mayor Ras Baraka. Firstly, allow me to deconstruct Ras Baraka and his brother, Amiri Middy Baraka, the Chief of Staff. Being children of legendary poet Amiri Baraka and his beloved wife, now widow, Amina Baraka, has meant that these young men have been steeped in revolutionary ideology and practice since they emerged from their mother's womb. Call them black power babies. From visiting the Baraka house throughout the years, I watched the children grow up. They grew up in the African and revolutionary consciousness of their parents. I reminded Mrs. Baraka recently that I remember when they boys began organizing in their basement. Sometimes the parents were going through "revolutionary struggle" upstairs as the children were engaged in community organizing downstairs. Amina Baraka reminded me that often the teenagers or young adults would come up stairs to get a point of knowledge clarified with her. She challenged me when I said revolutionary struggle is in their DNA. She said, "Marvin, sometimes these boys did things we didn't know anything about. Middy, Jr. organized a student strike at his high school, we knew nothing about. Ras organized a strike at Howard University we knew nothing about. Well, in truth, I recall that Ras did organize his first run for mayor without telling his parents, even though Amiri and his Committee for Unified NewArk, made Kenneth Gibson the first black mayor and was critical in the election of all subsequent mayors. Sadly, Amiri told me, "Kenneth Gibson sold out to Prudential Insurance before inauguration day." All the mayor after Kenneth were convicted of political crimes and served jail and/or prison time.

Of course, Amiri was highly upset that Ras did not tell him he was running for mayor but eventually supported his son, who lost but persisted to win a seat on the city council. After winning a seat on the city council, Ras informed me, "Marvin, we got half the police on our side, yes, we got brothers with legal guns! Of course, after becoming Mayor, Ras had the entire police force under his direction and began to demand police end any abuse under the color of law. And such abuse has subsided. As per gang banging, Ras gave training and employment to young men who'd never seen a paycheck, thus black on black crime subsided as well.

Ideologically, Ras is steeped in Marxist ideology, thus he understand revolution means one thing: the seizure of power! Infinite possibilities flow from this action. The political/economic structure can be radically transformed, included the police who can be made to protect and serve, no matter their white supremacist leanings. People's power will force them to put that racist bullshit in the closet and keep it there.
